Faction Profile
The VCSO is the county-level agency that fills the jurisdiction gap between the VCPD's city limits and the Leonida State Police's rural coverage. The Vice County suburban fringe, the unincorporated commercial zones, the residential areas that are technically county rather than city, all of it is VCSO territory.
The practical difference between a VCPD interaction and a VCSO interaction is geography. In the city, VCPD. Cross the municipal line into unincorporated county and the responding unit is VCSO. The escalation chain is the same: VCSO calls for SWAT and State Police backup when the situation exceeds their capacity.
The VCSO operates the county jail infrastructure. This means the detention side of the criminal justice system in Vice County runs through the sheriff's office rather than through the city police department. For Leonida, this creates specific institutional access points.
