7X is not a gang in the traditional territorial sense. There is no corner to hold, no supply chain to protect, no hierarchy to maintain. The organization is the phone and the phone is always recording. Crime as content. The like count is the score.
The tactics reflect the model. Swarming attacks, intersection takeovers, convenience store robberies with a live audience watching from three angles simultaneously. Individual discipline is low. Collective unpredictability is high. A VCPD unit responding to a 7X incident is responding to a situation where the participants are more interested in the camera angle than their own safety.
7X represents the Vice City criminal demographic that the city has not fully represented until now. The generation that grew up online, treats crime as a social media performance, and has made the Vice City police scanner a content category. They are everywhere, they are disorganized, and they are significantly harder to deal with than a gang that has rules.
