City Profile

Vice City is the first thing Leonida shows you and the last thing it lets go of. The beaches run along the eastern edge of the state, backed by a skyline that goes up as far as the money went. Hotels, condominiums, finance towers. Below them, the streets where most of the actual business gets done.

The city is modelled on Miami and makes no effort to hide it. The Art Deco strips of South Beach are rendered directly from what the real city looks like. The Ocean Drive promenade, the neon frontage, the grid of streets behind the beachfront that becomes progressively less glamorous the further back you go. That contrast is the city. The postcard face and the reality behind it running simultaneously.

Tourism money and criminal money have always coexisted here. The density of both has increased. The city is more vertical, more populated, and more surveilled than any previous version of this city. Cameras, witnesses, and a VCPD that escalates quickly. Every job done in Vice City is done in public, whether you intend it to be or not.

A store-robbery string, a highway toll plaza chase, a rooftop bar called Effluvia, and the grand opening of MegaMundo's new corporate tower downtown, the site of a security job that ends in gunfire, all inside the same stretch of days.

Districts and Structure

Vice City divides roughly into three zones. The beachfront strip to the east runs from South Beach in the south up through the North Beaches. This is the tourist layer: hotels, clubs, the promenade, the architecture that ends up in every establishing shot. Dense foot traffic. Maximum exposure.

Behind the beachfront, the city becomes a working grid. Financial district high-rises, residential blocks, the streets that service the hotels without being part of them. This is where the city runs on weekdays rather than weekends. The Nine-One-Nine and the Malibu Club both operate in this layer.

Further west, the city softens into lower-density neighbourhoods before giving way to the wider Vice County jurisdiction. The water is everywhere: the Atlantic to the east, the bay to the west, the marina and port infrastructure connecting Vice City to the rest of Leonida. Airboats and speedboats are not optional extras here. They are exits.
