The Leonida Highway Patrol specializes in the road environment that most of Leonida's criminal transport uses. The highway network between Vice City and the state interior is the supply chain corridor for everything that moves by road. LHP patrols it.
The pursuit implications are mechanical. Highway pursuit is a different problem from urban pursuit. Long sight lines, high-speed capable vehicles on both sides, and fewer of the urban environment features that allow an escaping vehicle to create distance through maneuvering rather than speed. Getting onto the highway in front of LHP units requires a vehicle that can hold the advantage for the distance it takes to exit the network.
LHP and Leonida State Police have overlapping jurisdiction on the major road network. The practical difference is specialization: State Police cover the full rural territory, LHP focuses on the highway corridors specifically. Both agencies respond to the same high-speed incidents on the road network.
