Vice County SWAT is the layer between VCPD and NOOSE. Standard police patrol handles one and two star situations. SWAT activates when the situation escalates beyond that. Federal NOOSE takes over when SWAT cannot contain it. This is the escalation architecture that Leonida builds wanted-level escalation around.
The tactical profile reflects the deployment context. Armored vehicles, weapons above standard police issue, and the organizational structure of a unit that trains specifically for high-risk confrontations rather than routine patrol. SWAT does not respond to shoplifting. SWAT responds to the situation that started as something else and escalated through multiple response layers.
In Vice City, the density of the urban environment creates specific tactical challenges for SWAT deployment. The same density that makes VCPD patrol effective creates the channeling and cover that a pursued protagonist uses to manage the escalation. SWAT's equipment advantage and tactical training are the counter to that cover.
