The Sultan is the car the Sultan RS is built from. Four doors, AWD turbocharged, and the handling baseline that the RS takes further. The standard Sultan is the daily driver version: the roll cage and the wide-body kit are absent, but the mechanical foundation is the same.
In Vice City the Sultan occupies the space between the ordinary sedan and the dedicated performance car. Fast enough to be the first choice in a traffic situation, practical enough to be used for other things. The Sultan is the car that the Vice City driver who knows about cars chooses when they need both qualities simultaneously.
The tuner culture connection is direct. The Sultan is the platform for Vice City's Japanese performance car modifications. The base car is the starting point. What the Vice City aftermarket does with it is the entire point.
