Will GTA 5 Characters Return in GTA 6?
Nobody official has said yes. Nobody official has said no either. GTA 6 sits in the same HD Universe as GTA 5, sharing lore, brands, and institutions like NOOSE. That continuity makes a cameo possible. It has never made one guaranteed.
Every named face across both trailers belongs to a roster built fresh around Jason and Lucia. Nobody has walked in from Los Santos yet.
The loudest push for a return isn't coming from Rockstar. It's coming from the actors.

At a Comic Con Brussels panel in June 2025, Ned Luke (Michael), Shawn Fonteno (Franklin), and Steven Ogg (Trevor) floated a DLC idea after a fan asked about GTA 6. Fonteno pitched a name on the spot: "The Final Score." Then he turned to the crowd: "So y'all campaign. One last score." That's three actors pitching an idea to fans, not Rockstar greenlighting a project.

Does the shared universe make a cameo more likely?
Analysis
GTA 6 confirmed as HD Universe canon alongside GTA 4 and GTA 5 means the door is open. It's never meant characters have to walk through it. GTA 5 itself barely referenced GTA 4's cast beyond easter eggs. Same universe, no obligation to cross over.

Is Tommy Vercetti coming back too?
No
Different problem entirely. Tommy belongs to the 3D Universe, a separate canon from GTA 6's HD Universe. He can't cross over no matter what Rockstar decides about Michael, Franklin, or Trevor. Vice City addresses like the Malibu Club return. Tommy doesn't.
