Casino Rojo is part of the Vice City skyline before it's anything else. It shows up in the background of a street scene, the kind of building most people driving past have stopped consciously registering, the way a city's biggest landmarks always end up as wallpaper for the people who live under them.
That's the whole business model, really. A red name in lights, a promise of a good night, and the specific gravity a casino has on a strip that runs on tourism and bad decisions. Nobody needs the details of the floor plan to know exactly what happens inside.
No named operators, no confirmed floor layout, nothing beyond the building itself catching light on the skyline. It's a landmark first and a business second, which is often exactly the point.
