Faction Profile
The Outlaw Motorcycle Gang owns the rural Vice County highway network in the way that only an organization with motorcycles and no fixed base can own something. They are not concentrated in one place. They are distributed across the roads, which means they are simultaneously everywhere and nowhere on the county map.
The drug running operation uses the highway as the infrastructure. The Vice County road network connects Port Gellhorn to Vice City via multiple routes, and the OMG knows which routes have predictable patrol patterns and which do not. This knowledge is the core operational asset.
The Vice County rural interior also provides the OMG with the kind of territory that organized law enforcement finds difficult to penetrate quickly. Scattered properties, roads that look the same as each other, and a local population that has historical reasons not to cooperate with outside authority. The OMG has operated here long enough to have relationships with both.
