In Vice City, the helicopter is the vehicle of the person who has decided their time is worth more than the road network can currently deliver. The Maverick is the helicopter they use to execute that decision.

The single rotor configuration is the practical civilian standard. Stable in normal conditions, responsive to inputs, and capable of the hover precision that urban helipad landings require. The Vice City skyline adds the navigation challenge of structure proximity.
