The Jubilee is the most expensive car in the Vice City transport hierarchy. Not the fastest. The most expensive. The distinction is the point. Performance is something the Grotti and Pegassi sell. The Jubilee sells something different: the complete absence of any need to demonstrate anything to anyone.
In Vice City the Jubilee is the car of the cartel senior leadership, the finance sector ownership class, and the specific subset of the tourist economy that arrives by private aviation rather than commercial. The car communicates that the occupant has moved past the stage of needing the car to communicate anything.
As a mission vehicle the Jubilee marks a specific tier of target or contact. The person who travels in a Jubilee is not a mid-level character. The Jubilee is the vehicle of the people at the top of whatever organization is relevant to the current mission.
