Behavior and Threat Profile
Pigeons are the most successful urban bird on the planet. They have lived with human settlements for approximately ten thousand years and they have adapted to built environments with the same efficiency that humans have adapted to using them as food, then as messengers, then as a nuisance.
In Vice City they are on every wire, every parapet, every plaza ledge. The flock behaviour when disturbed, the individual birds picking at food waste on the pavement, the noise of a group taking off from a roof simultaneously. These are all present in the environmental footage.
They flush in groups when something large moves near them. They return within seconds. The nuisance classification is accurate in both the real world and the game: they are everywhere, they create mess, and they do not leave.
