Field Assessment
The blimp is the Vice City sky fixture. Large enough to read from a kilometre, slow enough that it has been over the same district for twenty minutes while you were on the ground. The advertising panel cycles through the brands that could afford the Vice City airspace rate.
As a vehicle the blimp is the opposite of everything the Vice City vehicle roster values. Slow, enormous, impossible to land anywhere convenient, and audible from the gondola as the engines work against whatever the wind is doing. It is also the most spectacular way to cross Vice City at low speed.
From the gondola, the Vice City grid is visible in its entirety. The South Beach strip, the downtown towers, the Vice County suburban fringe, and the Keys in the distance when the conditions are clear. No other vehicle provides this view at this altitude without the noise floor of a helicopter.
