The shuttle circulates on a fixed schedule. The driver knows the route in the way that a person who has driven it eight times daily for two years knows a route: completely, and with the specific shortcuts and timing windows that the general public does not know.
The shuttle bus is mission-relevant in specific scenarios. Intercept the shuttle, board the shuttle, follow the shuttle. The fixed route and the schedule are both assets and liabilities depending on the objective.
