The Tornado is the classic lowrider in Leonida's car culture. The Impala platform is the foundation of the American lowrider tradition and the Declasse version carries that directly. The Vice City version of the lowrider scene connects to the real Miami car culture that exists alongside the import tuner scene and the exotic owner community.
The base vehicle is the starting point. What makes the Tornado culturally significant is the modification culture that builds on it: the hydraulics, the paint work, the wire wheels and the interior that takes as long to build as the exterior. In Vice City the Tornado can be found at the base level and at the top of the custom work spectrum simultaneously.
The handling reflects the classic full-size sedan platform. Long, heavy, and front-engine rear-wheel drive. The lowrider configuration prioritizes visual presence over dynamic performance, which is the correct priority for the vehicle's cultural function.
