On Leonida's highway network the Phantom moves cargo between Port Gellhorn, Vice City, and the state interior. The logistics infrastructure the Mule services in the city, the Phantom services on the highway.
As a mission vehicle the Phantom is the mission vehicle. Steal the cab, attach the trailer, move the cargo, manage the pursuit with forty tonnes of momentum. The mass of the vehicle is the asset and the liability simultaneously.
