Field Assessment
The Towtruck is the vehicle recovery tool. It removes parked vehicles, abandoned vehicles, and vehicles that have been involved in incidents from the Vice City street network and deposits them somewhere the owner will have difficulty recovering them from without paying a fee.
In Leonida the Towtruck has been used for vehicle theft, vehicle delivery, and the specific mechanics that the hook-and-chain or wheel-lift system enables. A tow truck can move a vehicle without the driver's cooperation, which is exactly what certain missions require.
The Vice City context adds the Towtruck to the commercial vehicle traffic: the parking enforcement circuit on the tourist strip, the recovery operations after incidents on the highway, and the standard commercial presence that makes it unremarkable on most Vice City roads.
