Underwater operations, approaching a target from below the surface, clearing a vessel from the waterline. Nothing else in the arsenal functions in that environment.
The Leonida Keys and the Grassrivers are where it becomes relevant. Open water approaches to boat operations, submerged entry to coastal structures, taking out people in shallow water environments.
Above the waterline its utility drops significantly. One shot, manual reload, no rate of fire advantage. As a surface weapon it is the choice of someone who did not have time to switch before leaving the water.
