GTA 6 Pre-Load Not Starting? What to Check
Check the clock first. The pre-load cannot start before November 10: at midnight local time on PS5, and at 12 a.m. GMT on Xbox Series X|S, which is the evening of November 9 in the Americas.
After that, the usual causes are too little storage, a console that is not set to download in Rest Mode or Sleep, the wrong account, or a download that is paused. Work through the list below in this order.

It is slow, not stuck.
