Behavior and Threat Profile
Every city in the world has cats that belong to no one in particular. They live on the margin between domestic and feral, fed by restaurant staff, sleeping in spaces behind buildings, operating on a schedule that has nothing to do with human activity.
In Vice City they are on the car bonnets in the car park behind the nightclub, on the wall outside the restaurant service entrance, on the marina dock in the early morning. They are ambient in the fullest sense: present, real, and completely outside the game's conflict systems.
They do not react to the player with any urgency until physical proximity forces a response. They watch. Then they leave, at their own pace, in their own direction. The Dobermann is a tactical complication. The cat is proof that the world has things in it that are not tactical complications.
