Only Raw Records is where Vice City's sound gets filed before anyone outside the city has heard it. The roster is local. The sound is the sound of Vice City right now, not the sound of Vice City six months ago after a major label discovered it.
Independent labels in real Miami operate in the same way: the scene develops, the local label captures it, the major labels arrive and attempt to purchase the captured version. Only Raw Records is at the stage before the major label arrives. That is the interesting stage.
In gameplay the label will appear on in-game radio station identifications, on flyers for Vice City club events, on the back of merchandise worn by certain character profiles, and in the mission structure wherever music industry money intersects with Vice City's other economies. Those intersections are always interesting.
