Scooter Brothers is the micro-mobility solution that Vice City's city planning did not plan for but that filled every available pavement gap regardless. The docking stations are on the corners, outside the bars, at the beach access points, and at the entrance to every Vice City hotel that does not have a valet.
The scooters are small, electrically assisted, and have a top speed that is genuinely not dangerous except in the specific context of Vice City where nothing with wheels is ever used at the speed it was designed for. The rental is cheap. The insurance position is managed through a series of waivers that the renter agrees to at sign-up without reading.
In GTA gameplay terms, Scooter Brothers provides the Vice City equivalent of the small vehicle available on every corner, but branded. The scooter is there when you need something small, fast enough for the gap in traffic, and plausibly deniable as a choice.
