He is charismatic in the room and precise in the boardroom. The second quality is the one that built the empire. The first quality is what keeps it running. Vice City runs on perception. Boobie Ike understands perception better than most people who have been here their whole lives.
The legitimate side is not the whole picture. One of his stash houses is a working drug lab, run day to day by a man named Raymond, and he sent Jason and Lucia in for a pickup. It went wrong, a police raid mid-transaction, and the crew inside made it clear Boobie Ike is not always where his own operation needs him to be.
His partnership with Dre'Quan Priest is professional and productive. Priest brings the music industry hustle and the artist relationships. Ike provides the venues, the infrastructure, and the credibility that comes from having actually made it. The arrangement works.
