Field Assessment
The bolt-action sniper rifle operates at ranges where everything else in the arsenal is irrelevant. The subject of the shot does not have a response available. By the time the sound arrives the situation is already resolved.
It requires a position. High ground, a clear line, time to set up. The Grassrivers provides all three along the water margins. Vice City rooftops provide elevation. The Keys provide open water distances that have no parallel elsewhere in Leonida.
The limitation is the bolt cycle. One round, reload, one round. Against a single target at extreme range this is the correct weapon. Against multiple targets at close range it is the most dangerous thing in the hands of the operator: slow, loud after the first shot, and requiring complete exposure to reload.
