Petra Navarro runs MegaMundo. Not a division of it, not a regional office. She's the CEO, a fact the official footage itself makes a point of correcting: an on-screen Spanish subtitle names her directly, cleaning up earlier press reports that had her down as COO. The distinction matters. She's the one signing off on the security arrangements for the company's first American corporate headquarters, opening in Vice City.
She hires Jason and Lucia for the opening, and gives them exactly one assignment. Protect Andres de Leon. Keep him in line. It's a short brief that says a lot about the executive she's putting in front of a room full of guests: valuable enough to protect, unpredictable enough to need managing.
Her own composure is the contrast the scene runs on. Where Andres is loud, fast, and coke-fueled, Petra is the one giving clean, direct instructions to hired security. That contrast doesn't get much room to develop before the opening turns into a coordinated armed assault on the building, and whatever else Petra had planned for the evening gets replaced by a fight for the building floor by floor.
