Vice City Is Occupied, Not Empty

Two protagonists carry the story. Sixteen confirmed names carry the world around them. Landlords, label managers, arms dealers, a mayoral candidate, a viral highway meme, and the parole officer holding the file on one of the two leads. None of them exist purely to hand Jason or Lucia a mission. Every one of them has a life that keeps moving whether the protagonists show up or not.

What follows is the full roster, tier by tier, with links to every character's full database entry.

Intel Status
All entries below are confirmed: named, with an official bio or trailer appearance behind them. Left off this list on purpose: unnamed background roles ("VCPD officer," "corrections officer"), in-world music-group brand names with no individual face attached, and names sourced only to the 2022 development leak rather than official Rockstar material. Other trackers count those toward "confirmed." We don't.

The People Jason and Lucia Answer To

Six names anchor the story. Two protagonists, and four people whose lives are already wired into theirs before the game starts.

Jason Duval

Jason Duval grew up in Leonida. Did a stint in the military. Came home and ran product through the Keys corridor instead of building the life the uniform was supposed to set up. He is the half of the duo who never left the state.

Lucia Caminos

Lucia Caminos just got out. Released from a Leonida correctional facility at the story's opening, the first confirmed female protagonist in the HD Universe, and the tactical lead of the two. She did not come home quiet.

Raul Bautista

Raul Bautista has been robbing banks longer than most of Vice City's current crop of criminals has been alive. He is recruiting, and his product runs through the same Port Gellhorn corridor the Leonida Cartel controls. He is also the internet's leading antagonist theory, though nothing official supports it yet.

Brian Heder

Brian Heder owns the boatyard. Jason's landlord, and the operational contact for whatever needs to move by water instead of road. Three marriages deep, and the third one runs the place alongside him.

Lori Heder

Lori Heder is Brian's third wife and co-operator of the Leonida Keys boatyard. Not a bystander. The marine logistics business runs through both of them.

Cal Hampton

Cal Hampton believes something is going on, and he is not entirely wrong. A conspiracy theorist with documented proximity to active operations in Leonida, which is either the funniest detail in the cast or a warning sign, depending on how the story uses him.


Underworld & Commerce

The Money Moving Through Vice City

Four names run the businesses that make Vice City's grey economy work. Nightclubs, record labels, arms, and the parts trade.

Boobie Ike

Boobie Ike went from con man to real estate mogul, the kind of Vice City career arc that only makes sense once you've seen the city. He owns the Jack of Hearts club and runs a record label on the side, chasing the one breakout hit that pushes him from respectable to untouchable.

Dre'Quan Priest

Dre'Quan Priest runs Only Raw Records alongside Boobie Ike. The management side of the Jack of Hearts operation, making sure the talent actually gets in front of an audience.

Phil Cassidy

Phil Cassidy sells guns. No questions asked, which in Vice City is less a slogan than a business model. Whatever you need, wherever you're planning to use it, Phil doesn't ask and doesn't remember.

Wyman

Wyman keeps the cars running and the stolen ones disappearing. Parts, fencing, and whatever operational support the shop floor can quietly provide. He owns the room even covered in engine grease.


Nightlife & Public Figures

The People Who Make the State Feel Occupied

Six names round out the roster. Artists, a candidate, a viral meme, and the one official with direct say over Lucia's parole.

Bae-Lux & Roxy

Bae-Lux and Roxy rap under the Real Dimez banner, working the Vice City nightlife circuit the same crew's street reputation is built on. Music and territory, same crew, same city.

DWNPLY

DWNPLY is the Vice City rapper who broke through alongside Real Dimez, on a collaboration that turned into the crew's breakout hit.

Erin Henshaw

Erin Henshaw is running for mayor. Campaign signs near Ambrosia, and statewide if the rest of Leonida is any indication. Politics here looks like politics anywhere: familiar, ambient, and probably compromised in ways nobody's proven yet.

Rudi

Rudi is the Leonida Man. A viral clip of him climbing out of a moving pickup on the highway made him a piece of Leonida internet culture before the game even launched, proof the state runs its own meme economy independent of the plot.

Stefanie

Stefanie is the correctional social worker assigned to Lucia's case. The institutional face of the system Lucia just walked out of, and the person with the most direct say over whether she stays out.


What It All Means

The Roster Is the World-Building

Sixteen names, three tiers, one state. Read together, the roster says something about how Rockstar built Leonida: nobody in this cast exists just to hand Jason or Lucia a mission. Brian and Lori run a business. Boobie and Dre'Quan run a label. Erin is running a campaign that has nothing to do with either protagonist. Vice City keeps operating whether the two leads are in the room or not, which is exactly what makes a GTA world feel occupied instead of staged.

Analysis
The confirmed roster clusters around two places: Port Gellhorn (Raul, the Cartel corridor) and the Leonida Keys (Brian, Lori, Jason's own history). That concentration suggests those two locations are doing more narrative work than a first look at the map would suggest.
