7X is the crew that rewrote the rules of what a criminal organisation looks like in Vice City. No corner to hold. No supply chain. The operation runs through social media. Crimes are content. The audience is the asset. Confirmed in both trailers through visual presence in Vice City street sequences and the Snapmatic infrastructure they operate through.
The real-world reference is the intersection of South Florida drill culture, the street content economy on social platforms, and the specific Vice City demographic born into a world where everything is filmed. 7X understood before anyone else in Vice City that attention is a resource and that criminal credibility and platform credibility are not separate things.
High Rollerz
High Rollerz run the Vice City illegal racing circuit. Confirmed in both trailers through racing sequences on the Vice City waterfront and the highway approaches. The crew is the infrastructure for the street racing economy: the events, the betting, the car culture that the racing activity operates within.
The real-world reference is the South Florida illegal racing scene, which has generated documented law enforcement operations and a Vice City car culture that predates the crew's fictional equivalent. High Rollerz are the organisation that gives the Sultan RS context.
Leonida Cartel
The Leonida Cartel is the drug trafficking operation at the top of Vice City's criminal supply chain. Confirmed in official material. The Port Gellhorn corridor is their logistics network. Raul Bautista operates within this infrastructure at the Port Gellhorn end.
The Leonida Cartel is not a Vice City street crew. They are the wholesale layer. The other criminal organisations in Vice City operate in relation to them, either as customers, competitors, or independent of their supply chain entirely.
Outlaw Motorcycle Gang
The Outlaw Motorcycle Gang operates on the Vice County highway network. Confirmed in official footage through highway sequences and the Nightblade motorcycle presence. The OMG occupies the rural Vice County corridor that the cartel operates through on the road network.
The real-world reference is the documented 1% motorcycle club presence in Florida, which has historically operated in logistics, territory enforcement, and the specific criminal economy of the rural highway network.
Real Dimez
Real Dimez is the Vice City street crew in the residential districts. Confirmed in official material. The basketball courts, the neighbourhood infrastructure, the Vice City streets behind the tourist strip. Real Dimez are the crew that the city's residential economy runs through at street level.
San 4 San
San 4 San is confirmed as an active Vice City criminal organisation. Distinct from Real Dimez in territory and operating model. The full picture of their Vice City position is not yet fully documented in official material.

Vice County Correctional Services
Vice County Corrections is the county jail. The pre-trial and short-sentence detention layer below the state prison system. Confirmed in official material.
Brute Security
Brute Security moves money and assets across Leonida in armored vehicles. The clients are banks, financial institutions, and cash-heavy businesses in Vice City. The armored car is a confirmed robbery target. The route, the guard count, and the vehicle's cargo are the variables the player will need to know before approaching one.
The Agencies That Keep Leonida Running
Four public service agencies are confirmed in the faction database. They are not adversaries in the conventional sense. They are the ambient infrastructure of the state, present at incidents, visible on the roads, and occasionally relevant to specific mission types.
Animal Control
Leonida Animal Control covers wildlife incidents across the state. In a state with confirmed alligators, pythons, and a Florida panther population, this agency has a functional role in the Leonida environment. Confirmed in official footage in a Vice County sequence.
Leonida EMS
Leonida EMS runs the ambulance and paramedic infrastructure. Present at incident scenes. The Vice City call volume is measured in minutes that matter.
Leonida Fire Department
LFD covers fire and rescue across the state. Vice City's building density and the Vice County industrial corridor both generate the specific fire scenarios that the department responds to.
Vice County Transit
